Thomas Juliano is a highly experienced IT specialist and Network Administrator with a career that spans public service, private sector technology, and creative media. His background includes expertise in municipal IT infrastructure, automotive restoration, and photography.

Network Administrator & IT Specialist

Since transitioning into public service, Thomas has served as the Network Administrator and IT Specialist for the City of Mount Vernon, New York. In this role, he is responsible for designing, managing, and securing the city’s municipal IT infrastructure — including operations for both City Hall and the Mount Vernon Police Department.

 

Image’FX Productions Inc.

Prior to his public service career, Thomas founded and operated Image’FX Productions Inc., a technology and multimedia company that provided web development, custom software solutions, hosting services, and visual media support. Founded in 1991 and based in Westchester County, New York, Image’FX specialized in:

  • Custom websites and business platforms
  • High-speed secure hosting on self-managed servers
  • Graphic design, branding, and 2D/3D animation
  • Application development and legacy system integration
  • Multimedia tools and custom user software

The company remained active through the 1990s and early 2000s and was known for its hands-on technical expertise and full-service hosting capabilities. Though Image’FX is no longer in business, its influence is reflected in Thomas’s ongoing technical and creative projects.


Preservation of ExecNet

In the late 1990s, Thomas acquired ExecNet, a LAN-based BBS system originally founded by Andy Keeves and operated under Cyllon Systems. ExecNet had become a go-to platform for system administrators, software developers, and networking professionals in the pre-internet era.

Upon acquiring ExecNet, Thomas:

  • Maintained its user archives and technical documentation
  • Migrated the system’s structure and content into web-based services
  • Preserved key tools, scripts, and historical data
  • Eventually started to transition ExecNet into a legacy project and historical archive

Today, he continues to own the ExecNet name and branding, maintaining its legacy through this site and associated documentation — ensuring its historical contributions are remembered and accurately represented.

Go Go Garage

A YouTube-based automotive restoration and education channel where Thomas restores classic and performance vehicles — especially American muscle cars. The channel features:
